Service Availability, Interruption & Suspension Notice

What riders can expect about availability: that the service is not guaranteed to be continuous, the grounds on which SYIBE may reduce, pause or suspend service, how notice is given, and how an interruption affects an ongoing ride, a reservation, a wallet balance and a subscription.

Version & effective date

No effective date while the status is working draft. On approval the version becomes 1.0, an effective date is set at least 14 days ahead for material rider-facing changes (immediate where a change is legally required or purely clarifying), and the previous version stays archived with its own effective window.

Jurisdiction & city applicability

Universal, with city-level effect: service hours, seasonal limits and event closures are set per city and published in the application for that city. A municipal instruction affects only the city that issued it.

CMS integration

  • Published document plus a live status surface: current city status, planned interruptions and active restrictions are CMS/operational records shown in the application and on the website.
  • Service hours and the weather-suspension thresholds are configuration per city, not fixed text.

Draft clauses

Service Availability, Interruption & Suspension Notice

  1. 01

The service is offered on an as-available basis. SYIBE does not guarantee uninterrupted availability, vehicle availability at any location or time, or a specific level of coverage, and no service-level guarantee is given to riders unless expressly stated in a separate written agreement.

  2. 02

Grounds for reducing, pausing or suspending service, in whole or in a defined area: unsafe weather such as storms, flooding, extreme heat, high wind or poor visibility; road works, closures, public events or crowd conditions; instruction or request from a municipality, police or another competent authority; security conditions or a threat to rider or staff safety; fleet, hardware, connectivity, telecom, payment-provider or platform failure; scheduled maintenance; and shortage of safe, charged vehicles.

  3. 03

Notice: planned interruptions, including scheduled maintenance and known event closures, are announced in the application and on the website in advance where practicable. Unplanned interruptions are published as soon as they are known, with the affected area and, where it can be estimated, the expected restoration.

  4. 04

Effect on a ride in progress: SYIBE does not remotely cut power to a moving vehicle in order to enforce an interruption. Where a suspension begins during a ride, the rider is notified in the application and asked to complete their journey and park safely and lawfully within a reasonable period; charging follows the Ride Terms and, where the interruption prevents a normal end of ride, the ride is closed and reconciled against the last verified telemetry with no penalty to the rider.

  5. 05

Effect on reservations and starts: during a suspension new unlocks and reservations are disabled in the affected area. An active reservation that cannot be used because of the suspension is cancelled at no charge and any reservation fee taken is reversed.

  6. 06

Zone-level restriction instead of shutdown: where the cause is local, SYIBE prefers the narrowest measure — a no-ride zone, a slow zone, a no-park area or reduced fleet — over suspending a whole city, and the restriction is shown on the map with its reason where it can be stated.

  7. 07

Wallet balance and unused entitlements are not lost because of an interruption. Paid wallet balance remains available and is treated under the Payment & Wallet Terms; the expiry of promotional credit that could not be used because of a prolonged suspension is extended for an equivalent period.

  8. 08

Passes and subscriptions: if a recurring pass exists and a suspension prevents its use for a continuous period, the pass is extended or pro-rated. [COMMERCIAL DECISION REQUIRED] on the qualifying period and the remedy.

  9. 09

Permanent withdrawal from a city: where SYIBE ends operations in a city, riders receive advance notice through the application and by their registered contact channel, wallet balances are handled under the Payment & Wallet Terms and the Refund Policy, and data is retained or deleted under the Data Retention Schedule. [COMMERCIAL DECISION REQUIRED] on the notice period.

  10. 10

Interruption of the service is not by itself a breach of the Terms of Service by SYIBE, and this notice does not exclude liability that cannot lawfully be excluded.

  11. 11

Account-level suspension of an individual rider is a different matter and is governed by the Terms of Service, the Code of Conduct and the Dispute & Complaints Policy, not by this notice.

Open questions for legal review

  • Weather thresholds that trigger an automatic suspension per city.
  • Service hours: whether night operation is permitted in Damascus.
  • Notice period for permanent withdrawal from a city, and any permit condition on it.
  • Whether compensation or credit is offered for prolonged interruption, and on what trigger.
